서울의 도시화 프로그램은 수직으로 팽창하고, 수평으로 질주한다. 그 기계는 무서운 속도로 개발 목표를 초과 달성했다. 그리고 속도를 신격화하는 트로피를 만드는데 집착했다: 거대한 건물, 빠른 고속도로, 큰 다리, 높은 탑… 폭주하던 기계가 예고 없이 오작동한다. 기술이 실패하고 현실이 드러난다. 그것이 도시에 남긴 상처는 아물지 않은 체 잊힌다.
1993년 삼풍백화점 붕괴 참사는 속도의 치부를 드러낸 사건이다. 탐욕스러운 개발과 안전 불감증, 그리고 악재의 조합은 수많은 인명을 빼앗은 재앙이 되었다. 현재 삼풍백화점 자리에는 과거의 흔적을 찾을 수 없고, 희생자 추모비 또한 없다. 그 자리에 있는 최고급 주상복합 건물의 번쩍이는 외벽과 두꺼운 기둥은 붕괴된 삼풍백화점의 이미지를 기억하는 사람에게는 섬뜻한 풍경이다.
1994년 성수대교 붕괴는 속도가 가져온 또하나의 상처이다. 성수 대교가 지상에 연결되는 지점에는 수많은 기둥이 있다. 재건된 다리는 유난히 견고해 보여 심리적인 보상을 하려고 한다. 망각 프로그램이 과거를 가리지만, 결과적으로 아직 아물지 않은 상처를 간접적으로 드러낸다.
우리는 성공한 자에게 상을 주는 것에만 익숙하다. 나는 실패했을 때 나자신에게 상징적인 상을 준다. 실패를 숨기면 그 상태가 지속하여 벗어나기 어렵다. 그것을 기념하는 의식을 통해서 새롭게 시작할 수 있는 발판을 마련한다. 삼풍백화점 자리와 성수 대교를 걸으며 실패한 도시 프로그램을 위한 기념비를 생각했다.
Seoul’s urbanism program is running vertical expansion and horizontal congestion. The machine exceeds its predetermined goal in awesome speed. It obsessively collects the trophies which deify speed: Great buildings, fast highways, long bridges, and tall towers… The machine malfunctions without notice. When technology fails, reality prevails. The scars are bruised and forgotten, this time without the trophies.
The collapse of Sampoong department store in 1993 is an exemplary case of failed urban program. Mixed factors of greedy development, misconstruction, and lack of safety awareness contributed to the catastrophe which took away many lives. There is no significant sign, not to mention a monument, which remembers the event and the victims in the site. Instead, there is a giant commercial-residential complex. The glossy surface of the building and the thick vault exposed on the ground are an uncanny landscape for the ones who remember the catastrophe.
The fall of Sungsoo Bridge in 1994 is another scar caused by the speedy program. On the spot that the bridge meets the land, there are many supports, which seem to be possibly more than technically necessary. The reconstructed bridge is trying to pay back for the psychological trauma. It is deliberately hiding the past, but actually exposing the scar indirectly.
We are accustomed to giving award only for an accomplishment. Some time ago, I began to give myself symbolic award for failure. When the failure is hidden, the incomplete state continues, and it is harder to start anew. The celebratory ritual often becomes a foundation for recovery. I walked around Sampoong department store site and Sungsoo Bridge, and thought about a trophy for failed urban program.
